We, a growing network of community leaders, families, educational organizations, businesses and New Yorkers, write today in strong support of New York State opting into the Federal Scholarship Tax Credit program. We commend your intent to participate and urge you to act swiftly once the federal regulations are finalized.
As leader of the nation’s second-largest Democratic state, your decision will send a powerful signal to governors across the country that New York is committed to expanding educational opportunity while putting students, families and the economy first.
At stake are hundreds of millions of federal dollars that New York cannot afford to leave behind.
Education Reform Now projects that the program could generate $1.5 billion in annual education funding for New York students if a third of eligible taxpayers donate to the program. Those dollars would help families access tutoring and test preparation, special education services, after-school enrichment programs, classroom technology and other educational supports that are increasingly essential for student success.
While this program is designed to help ALL New York students, experience from a similar program in Arizona shows public school students benefit most. According to the Arizona Department of Revenue 70% of taxpayers donated to Scholarship Granting Organizations (SGOs) serving public schools.
At a time when families are struggling with the rising cost of additional educational supports, spending an average of $9,000 on tutoring, after-school enrichment, and supplies and technology, this program offers meaningful financial relief to New York families.
Opting in puts New Yorkers first!
With $0 cost to the state, it has the potential to generate $10 billion in economic growth, $2.5 billion in tax revenues, and 30,000 new education-related jobs. If New York fails to opt in, our taxpayers will still be able to make tax-credited donations to students in other states, leaving New York children and our economy behind.
This is a rare moment where educational opportunity, fiscal responsibility, and economic development all point in the same direction.
We are confident that you will opt in without delay upon the release of federal regulations that are consistent with New York’s state education goals. Thank you for your leadership and for advancing education and affordability for New Yorkers.
