The Federal Scholarship Tax Credit Program gives New Yorkers the opportunity to unlock up to $1.5 billion in new educational funding for students at no cost to the state. If New York opts in, the majority of NY students across the state could receive scholarships to help pay for tutoring, transportation, educational services, technology, enrichment programs, and school supplies.
Academic Support - Tutoring“<p>My daughter just needed a little extra help.</p> <p>My daughter attends our local public school. She’s a hard worker, but math has always been difficult for her. Her teachers are wonderful, but with so many students in the classroom, they can’t always give every child the one-on-one attention they need.</p> <p>We’ve looked into tutoring, but it’s simply too expensive for our family. A few hundred dollars a month just isn’t realistic.</p> <p>A program like this could help families like ours afford the extra support my daughter needs to succeed. Sometimes the difference between falling behind and gaining confidence is just a few hours of extra help each week</p> ”
Enrichment & After-School Programs“<p>School doesn’t end when the bell rings.</p> <p>My son is obsessed with robotics. The after-school STEM program is the reason. But every semester when the invoice arrives, I have to sit down and try to figure out if this semester we can still swing it. Some semesters we’ve said no, that’s a hard conversation to have with a ten-year-old who just wants to keep building.</p> <p>These programs aren’t extras. For my son, this is where he figured out what he’s actually good at, and what he loves. That’s not something a regular classroom always has room for. I don’t think every family should have to choose between rent and letting their kids chase their dreams. If this scholarship can help more families say yes instead of maybe next year, that matters.</p> ”
Transportation & Classroom Needs“<p>The little expenses add up.</p> <p>I’m a public-school parent, and honestly, tuition was never the scary part for us since we don’t pay any. It’s everything else. The school supply list costs more every year. The bus pass doesn’t cover the after-school program. The laptop my son needed for which we didn’t have room in the budget. And I know for a fact that my kids’ teachers are buying school supplies for kids who don’t have them. Nobody talks about how much of a kid’s education happens outside of the actual classroom. This scholarship program gets that. If something can help families like mine cover the stuff that adds up all year, that’s not a small thing. That’s a real difference for a lot of families in New York, not just mine</p> ”
The path forward
Students from ALL schools are eligible to receive scholarships.
Taxpayers donate up to $1,700 through approved Scholarship Granting Organizations and reduce their federal tax bill by an equal amount.
Scholarships help pay for tutoring, transportation, educational services, technology, enrichment, and more.
More families gain access to the educational opportunities that best meet their children's needs.
Unlike many education programs, Scholarships for ALL is funded through donations incentivized by federal tax credits. Not state taxpayer dollars.

Here’s Why: There is no cost to the state budget. The program is fully funded through federal tax credits – not state or federal education dollars. School budgets remain the same!
Fact: Students in public schools will benefit the most.
Here’s Why: For public school students, these scholarships are designed to help cover additional educational costs, including tutoring, after school programs, school supplies, technology, transportation and much more!
Fact: Scholarships are only spent on approved educational expenses – with layers of accountability.
Here’s why:
The federal government establishes a clear list of eligible educational expenses. Scholarship Granting Organizations (SGOs) must undergo regular audits and annual state review to ensure compliance.
Fact: If New York opts out, it will lose $1.5 billion to other states.
Here’s Why: If New York doesn’t opt in, New Yorkers can still donate to students in other states and claim the federal tax credit. Scholarship dollars will still flow, but New Yorkers will lose out.
Fact: It will put unprecedented resources directly in the hands of low and middle-income families.
Here’s Why: Low- and middle-income families will now get critical educational supports that were once out of reach.
Fact: It helps public school classrooms and teachers.
Here’s Why: On average teachers spend $895 of their own money on classroom supplies each year. Scholarships will be created to cover educational resources and supplies that support student learning.
Fact: A strong majority of New Yorkers Support Governor Hochul Opting Into this program!
